Luckily, you do not have to wait until the end of the year to accumulate the funds in your account — the full amount is available to you to spend on the first day of the plan year.

One of the criteria of an FSA or HSA is that you risk forfeiting any money left over in the account at the end of the year. Depending on your specific plan and your employer’s discretion, some or all of the unused funds (up until a certain amount) may “roll over” to the next plan year. Or, your employer may allow you a “grace period” in the next plan year to use up leftover money.
